Marcus Manuel is an economist and a Senior Research Associate at ODI. Prior to ODI he held senior roles in the UK Treasury and Department for International Development. His current research focuses on development finance issues, especially in low-income countries and fragile contexts. He was the lead author of a paper that made the first attempt to cost access to justice in all countries and a paper that explored the lessons from global funds for justice sector financing.
